Name: BlankSegmentXML(ByVal sSegName, Optional ByVal blnIncludeGUID = False)

Parameters: 1. sSegmentName (String - The name of the segment)

2. blnIncludeGUID (Boolean - Include internal ID)

Description: Returns an XML representation of an HL7 segment in the currently opened vendor definition or an empty string "" if the segment does not exist.
