Name: ShowSettings
Parameters: 1. strINIFileName (String - Full Path\Filename of an INI file)
Description: Displays a modal dialog user interface which allows user input for all of the runtime parameters. If strINIFileName does not exist, it will be created if the user saves the settings. The return value will also indicate whether the user changed any settings.
